This is another Stephen Samuel ? brn 1874 maybe a son of Stephen Samuel Balkham.

Why not get the birth cert you have found and try tracing the parents.

It could be that the mother re-married and changed Stephen's name.

Hello, various people have previously looked for the man above in any census without any luck,must be a misspelling of his surname.I have about 6 different ways its spelt.
