I don't think there is an error....

She's listed as a Niece, and with the same surname means she has to be a child of Charles's male sibling.

You need to now go and check all of Charles's siblings and see where they settled and what family they had.

Checking the 1871 for Cattin (e) family in Bedfordshire might not show anything, they could well have been in the right county in 1871 and move and had children between the census's...

Can someone please look up Ellen F Catten (Cattin) to see if there is anymore information, apparently she is listed on 1891 census as age 17 livng at 10 king st richmond surrey as all my family were, but is says she was born in Silco Bedfordshire
