Info on Alexander White

Can anyone advise me where to look for info on an Alexander White, he was believed to be a Bailie in Glasgow in the 1900's, I don't have an exact date. Does anyone know of him or know how long it takes you to become a Bailie, or possibly a barrister. My mum saw an official photo of him many many years ago with chains round his neck and he was wearing robes.
Realise this is all really vague, but if anybody can help I'm sure it will be the people of this site.
