Leck is how the name was transcribed in 1891.

Without buying the birth cert or paying to view the 1911 census you don't know who his parents were. All you know is that he was living with them in 1911. There's an older sister called Emma who could be his mother. You just don't know.

George and Jane might not be his parents. They could be his grandparents.

The birth certificate will give you his parent's names, although it would be better to look for his marriage certificate to get his father's name so that you can use it as a checking point when ordering a birth certificate.
