I think I've found the family (minus Elizabeth) in 1841:

Name Relation Sex Age Birth Where Born

COOPER, William M 55 1786 Staffordshire
COOPER, Eliza F 50 1791 Staffordshire
COOPER, Thomas M 12 1829 Staffordshire
SMOUTH, Richard M 25 1816 (Lodger)


This would tally with the 1851, where Henry and ELizabeth are living (or staying) with mother Elizabeth Cooper and brother Thomas Cooper (born 1829). This is the only family I can find with a WIlliam as father, Eliz* as mother and Thomas as son. Which means Elizabeth was elsewhere on census night. Now to find her....

and on the actual census sheet , Henry is shown as being a Locksmith. Later on in the censuses he is shown as being a Blacksmith. Can't be a coincidence, surely? Please?

Now all I need is a marriage of some kind......
