William Hartnell built a group of houses in 1868, from 1871 to 1901 when Alfred Hartnell moved in, there was a William living in those houses, after 1901 there is no sign of him, but as he was elderly in 1901 I'm not surprised, but where was he before 1871, in 1871 he was 41 living with his 53 wife Esther. I don't even know if he is 'mine', but he is born in the same area as the rest of 'my' Hartnells of that era. But I don't think he can be the one who built the houses as he was a gardener, although there is a nice garden in back of the houses so he probably designed that.
I am also looking for any information of John and Sarah Hartnell. I first found them in 1851 -

This might be them in 1841 -

Civil parish: Stawley
Hundred: Milverton
County/Island: Somerset
Country: England

John Hartnell 40
Sarah Hartnell 30
John Hartnell 8
Thomas Hartnell 6
Richard Hartnell 3

More proof that John and Sarah 'belong'
