I'm trying to find the birth of Elizabeth McCulloch and possibly the names of her parents.
The only info I have on her is that she married John Cottrell c1862 in 1887ish in Neston Cheshire.

Unfortunately punishment for not registering births was not brought in until 1875, so it may be that she just was not registered. However, that does not explain why there is not record of her on 1881 or 1871. Maybe others will have more luck.

I searched for Eliz* McCu* 1864-1866.

How do you know her surname was McCulloch?

The district Birkenhead is an alternative name for Birkenhead and it spans the boundaries of the counties of Cheshire and Merseyside.

So perhaps she was either Elizabeth Jones or Elizabeth Swanwick ?

1837 saw the 'legal' requirement to register births in England and Wales. It was not until 1st July 1875 that penalties came into force for not registering

If the surname is correct, it could be that she was born in Scotland or even Ireland, in which case she will not be found on FreeBMD/Ancestry or FMP

Maybe someone who has subs to another site such as Scotlands People may be able to help

I don't think it is Elizabeth Swanwick. I looked on 1881 and there were none born 1865 +/- 1 in Cheshire. Unfortunately, Jones seems the most likely option. There are several possibles. This one seems more likely?
