Can anyone please help me find the names and living details of the parents of the above,I believe her mothers maiden name was Holt.

Have you looked on FreeBMD for any possible marriages

Possible in 1913 in the same registration district as the birth

BUT there are a lot of Webb & Holt marriages so the birth cert is needed to confirm the names of parents
