No rule that one out as she is on 1871

I am looking for a Rosetta Twilley who was born in Westminster in 1864

I have every address she has lived at and every census, birth of child, marriage and death.

However I just cannot find her on 1881 census. On every other record I have she has always lived in Westminster/Soho and I can't find any evidence that she moved away.

I've tried searching various names that look like/sound like Twilley. Anyone got any ideas or thoughts of name variations that I could search for??
