Census records aren't always correct. Is it definitely him on the 1901 & 1911?

It could also be that his parents were Scottish and he was born in England

Stuck trying to find marriage records for a
John Graham born 1866 in manchester
hs wife was
Maggie Jones born 1873 in aberystwyth, wales
i find them in the 1901 and 1911 census but not trace of a marriage
strange thing is the census records all show john was born in manchester, but a realtive swears he used to say he was born in scotland
also the relative think maggie already had a child out of wedlock before meeting my great grandfather
