Bryan, I think it may be your tree on Ancestry that has a scan of Arthur's birth certificate attached (b 5 July 1892).
The mothers name says Ellen Parker formerly Harris xxx Allerley - I can't make out what the xxx says - is it and or of?

Note that the image of the 1901 Census says that William Parker is a Boarder.
There is a line under that Boarder for Arthur .............. which I take to mean that he was also a Boarder.
Household Members: Name Age John Barrs 56 Ellen Barrs 50 Dorothy Barrs 8 William Parker 11 b.ca 1890, Allesley, Warwickshire, Boarder, Scholar Arthur Parker 9 b.ca 1892, Meridiend, Warwickshire ?Boarder, Scholar

Ellen Barrs is NOT Arthur or William's mother ........ they are just Boarders with the family.
Presumably while mother Ellen Parker is working.

Many thanks for the information. Arthur was a general labourer most of his life. I can not find him in ww1 records. His mother was Ellen Parker nee Harris . No father on birth cert but have different names on first marriage and second marriage certs Joseph and George. His brother was indeed William and Arthur was living with him at the time of his first wedding in 1917

If his father wasn't named on the birth cert, any subsequent info about him is obviously suspect

Bryan
If a woman is married, her husband is automatically assumed to be the father of any children that she has .................... even if he has been dead for some time, or no longer living with her.
The longest time lag that I have seen between the death of a husband and a child born with him noted as father was .................. 10 years. Yes, TEN YEARS!!!
Ellen did declare herself to be a married woman on Arthur's birth certificate, thus for no father to be noted on it means that his mother also declared to the Registrar that her "husband" was not the father.
The only possible ways in which you might find the name of the father are:---
1) someone in the family who knew, and wrote it down
2) a notation in a family bible
3) if Arthur was baptised, vicars sometimes made a note in the margin of the parish register as to the name of the putative father.
