Trying to find Moseley

I am trying to find the birth details of my father Sydney Moseley. I have reason to believe that he was born 25/09/1903 but I can't find any record of his birth in the ONS records. His 'father' (my grandfather) was Alfred (Sydney) Moseley but he was born Abraham Moses to Jacob and Kate Moses - Jewish immigrants fron Poland/Russia probably in the 1870's. They lived in Whitechapel, London until they moved to Birmingham in 1884. Abraham was born in Birmingham 20/02/1887 and still lived with his parents at 124, Benacre St. Birmingham at the time of the 1901 census. Then I lose track of him until he marries my grandmother Eleanor Isabella Routledge from Everton, Liverpool in Kings Norton in 1914. The next record is in 1924 at Vicarage Road, Handsworth, Birmingham at my father's 21st Birthday 25/09/1924 by which time the surname is MOSELEY. What I don't understand is where my father Sydney comes into the equation. If he was my grandfather's son then there was only 16 years between them and why did his parents wait until 1914 to marry.
