On the IGI there are many Richard Whitakers born in Lancashire around the right time so until more information is found it's best not to plump for any of them.
The two above are the ones which show on the 1841 Census but they are both quite a distance from Liverpool

There was an Elizabeth Whitaker baptised in Liverpool in 1829 to Richard and Mary but whether it's yours or not is difficult to say.
