I'm not sure what happens if the adoptee is deceased.
Did they have any children ?
There might be a chance that any offspring could apply for information...

I think you'll find that only the adoptee can access his or her records.

How do you search for someone who was adopted? It is a friend who has sadly passed away but her husband doesn’t know what her birth name was!
