Strays, I don't really understand

Hi all, i know this sounds a bit stupid but does ''strays '' mean a person is straying from a place or to it.

It usually means someone found away from the area where they were born or brought up. In the days before Ancestry's census indexes it was almost impossible to find people who had moved away from their birth area. Indexes of strays have been produced by some family history societies to help track down strays. Anne
