What happened at a Refuge, Southampton 1861?

I am tracking an elusive JONES family and may have found a Mary A, 17 shown as an inmate at a refuge in Millbrook Southampton........ What sort of place would that be? It doesn't seem to be very big.

they are all un married young-ish women............... Might be ...erm...erm... dare i say pregnant? None of the have an occupation either .... She wasn't disabled in anyway in the 1851 was she?

Home for unmarried mothers crossed my mind too! ....... Although in that context, I did wonder if the matron's occupation was something more sinister..... Don't know of any disability.
