No, it means he has kept his Italian nationality and is not a citizen of Britain. As there were no social benefits back then I guess there wasnt a great need to give up his nationality to become British.

just found somebody on a census with a birth place of Italy (not naturalized) - what do it mean? is this the equilivant of a illegal immigrant today?
