There is no site for old electoral registers. They are kept in records offices/larger libraries/local history centres. To find out where the ones you want are, try googling. nell

Go to this site, click on the area you need to be looking at and usually there is an email address or telephone number to contact. They cover all years except the war years. If you just want to find the residents for one particular year it may be free but if you want more years searched there is normally a charge. http://www.familia.org.uk/libraries.html
