In Freemasonry, PGSD stands for "Past Grand Senior Deacon", indicating a Mason who has held the office of Grand Senior Deacon at the Grand Lodge level and has since retired from that specific role. The title signifies a high-ranking individual who has served in a particular position, often at the provincial or grand level, and is recognized for their contribution to the Craft.
---------
He would have worked his way up from initial joining at a local level to becoming a Provincial area member (sort of County level) to Grand Lodge member. (whole Country.
----------
See also via google what they would have worn to meetings. Beware there are many different "branches" of Freemasonry of which someone might be a member.

On further Googling, PGSD is a Masonic abbreviation.

It stands for Past Grand Senior Deacon.

The fact that "Herts" is added at the end suggests that PCSD (or is it PGSD ?) has some local (Herts) connotation.

Have you tried asking the cemetery?

Quote from Google

The acronym "P.C.S.D." on a gravestone is not a common or standard inscription, and its meaning depends on the specific family and context of the deceased; it could stand for anything from "Pioneer, Country, Soldier, Dreamer" to a more personal sentiment. To understand its specific meaning, you would need to consult with the family of the person whose gravestone it is.

So this is in relation to Alfred Bispham buried in Manor Park Cemetery. You can see the grave on Find a Grave. He died aged 68 on 31st October 1938 alongside him is his adopted daughter Edith M Fry died 11th December 1936 aged 45 and Rosetta Fishlock died 18th September in 1946. Rosetta’s son possibly also adopted was Victor Padgett Bispham born in Penge and lived in Leytonstone dying in 1958 he had a facial disfigurement whether from birth or war we don’t know. Victor was married to my Great Grandfather’s (Frank Fallows) sister Eleanor Kathleen nee Fallows (known as Nell).

Any help regarding the acronym will prove useful. Possibly he was a policeman in Hertfordshire? Doubt it as didn’t live there, just not sure what the four letters could mean.

Help please x
