Heir Hunters QUESTION

I was watching the repeats of this programme in the early hours of this morning(couldn't sleep)

It was about a chap that had been a foundling and had been adopted at 5 years old by a woman in 1941(her husband was serving in WW2).
The husband came home after the war was over and then they had 2 daughters of their own and then decided to emigrate to Australia in 1948,They went back to the council and gave the lad back to the council so they didn't have to take him with them as he had slight mental problems. He was put in an orphanage and for the rest of his life he was either in mental hospitals or nursing homes(he was diagnosed schizpphrenia.
He died a couple of years ago in a nursing home.

The firm that was tracing descendants of the people who had died without making a will were trying to trace his adopted family as they were the next of kin even though the family had left him behind in England and he had never been adopted again.

The Firm actually applied for his adoption certificate to trace his 2 adopted sisters who were still living in Australia.

That is the background of this programme.

Now my question is **How come a firm that are tracing people can apply for an adoption certificate and get it and they are only doing it for the percentage of money that they get from the government, when the people who are doing their family tree cannot get access to the adoption certificate**.

ps my mother was adopted but I am not allowed to see her adoption papers.

I do remember that particular Heir Hunters programme... a real tear jerker one, how cruel!

I, unfortunately, can't answer your question but hopefully someone can.
