I'm assuming you mean English pubs, Julia?

I'm not aware of any official national list. A Google search brings up several sites with lists of present-day pubs - e.g. -

http://www.pubsgalore.co.uk/
http://pubsandbars-uk.co.uk/
https://en.wikipedia.org/wiki/List_of_pubs_in_the_United_Kingdom
http://www.pub-explorer.com/

Many towns have lists of local pubs.

For historical lists, try this site: -

http://www.closedpubs.co.uk

And again, many towns will have local lists of old pubs.

For general research into old pubs and inns:

Do you now the name of the pub? Have you tried googling the name?
If not have you tried googling the persons name with an add on eg London pubs?

I find www.pubshistory.com comes up with lots of information

If you don't know the name of the pub you will have the address from the 1891 census so may be you can check that address in a suitable street or trade directory of the period.
There might be one on: http://specialcollections.le.ac.uk/cdm/landingpage/collection/p16445coll4
