Perhaps this is a first marriage and for whatever reason, it didn't last. The 1911 says Ursula and Thomas had been married 30 years (c 1881) and she would have been mid 30s by then. Maybe they didn't marry.

I really think you need the marriage certificate of Margaret Hodson and Charles Mills to determine her father's name and occupation. Then you can perhaps determine whether Ursula is her mother or not.
