Find Ancestors

I am trying to find earlier census papers on William C payze born 1869 London. (the 1911 states born city of london). I have found the 1911 but there are no results prior to this? I have tried his name without the C but my matches keep coming back with no trace. 1. Can anyone find any earlier records and 2. why would the search come back no trace when they have one for 1911 and he has a huge family in the 1911 one so i would have thought they must be some record of them. (i have tried family members too but they also say no trace)....
