	I think you'll find that only the adoptee can access his or her records.

	I'm not sure what happens if the adoptee is deceased. Did they have any children ? There might be a chance that any offspring could apply for information... https://www.gov.uk/government/news/relatives-of-adopted-adults-now-able-to-trace-family-tree
