If you change it to (200,1) you 200 lines, change it to (2,3) and you get 2 sets of 3. It's just a bit of code for making dummy documents when they were testing WORD and they never bothered to take it out.

I was just going to say that. Clearly a bit of test code not removed. I'm only surprised at the 'even Microsoft can't explain it' comment - I bet they could, since we can :)
