Okay ......

The fact that Phyllis gave her second name as May when she married doesn't mean it *was* May.

We had this:

Births Mar 1907
DRAPER Phyllis Marjorie Meriden 6d 442

So I decided to look for the marriage of an Eleanor Draper. This is the only one 1900 to 1920:

Marriages Jun 1914
Corser William A (Draper) Meriden 6d 1203
>> DRAPER Eleanor (CORSER) Meriden 6d 1203

Interesting coincidence.

For marriages of an Arthur B* to an Eleanor A*, we have this possible marriage:

Marriages Sep 1911
Collings Sidney M Newport M 11a 401
> Grey Eleanor A Newport M 11a 401
> Jenkins Arthur B Newport M 11a 401
Phillips Elizabeth Newport, M. 11a 401

Back to Drapers in Meriden district, unfortunately there aren't any matches for the children's names, although this one is somewhat interesting:

Births Jun 1911
Draper Ellenor A Meriden 6d 436

I wonder whether that could be Ella.

Okay. I've just done a county-by-county search of Draper births in all counties in Wales for 1905-1913, looking for clusters with the names in the list of children.

Noteworthy are:

a lot of births in Glamorgan, that don't match
a lot of births in Monmouthshire, that don't match

and apart from a scattered few others, that is it.

If you want to be really thorough, you can do that search at FreeBMD for *each registration district* in England and Wales. I might take an hour, maybe not that. Just search for births, Draper, say 1905-1915, and select the reg dist and get the results, then backpage and select the next reg dist, and so on. No district is likely to have more than 20 Draper births in the period, so it's a very quick glance for each district. (I tried West Derby, which I think would be one of the more populous districts, and it had maybe 3 dozen.)

There is something obviously missing in your family history.

Tried looking for the death of a Rom* Draper post-1984, only Roma-s.

Marriages of the other children may not yet be transcribed, but I tried searching for them. Nothing stood out as likely and not accounted for by matching births, e.g. Ella I Draper who married in 1930 has a matching birth in 1900.

Basically, there are two options.

The children were not born as Draper.
Draper may have been a stepfather's surname that they took on, if they were young when their mother remarried.
It may have been their mother's surname, if she was not married to their father.
It may have been their father's surname, with the children registered under their mother's surname but going by their father's surname, if their parents were not married (e.g. if one parent had a pre-existing marriage).
(On the unmarried-parent possibility, I also did a search for births 1905-1911 with Draper as a middle name, but again, no matches.)

or

The children were not born in England/Wales.
